My name is Greg Drouillard, and I am the owner of the business (Target Building Materials) and property located at3245 county Rd' 42. (Roll#: 090-010-02800). I am submitting this letter in formal opposition to my property being included in the Local lmprovementforthe construction of a sanitary sewer and private drain connections on Baseline Road from 7th Concession to gth Concession Rd.

To be clear, I am not in opposition to the Locallmprovement undertaking itself. Moving homes and businesses off septic systems has many potential benefits and I applaud the efforts of ttre city of windsor and allof the departments that it takes to coordinate such a large project that will include numerous residents as well as a variety of businesses to support the new populated area surrounding Baseline Road.

My biggest concern, and objection, is the additional incremental costs associated with having to connect to services that run behind my property. As such, I am submitting my objection to havrng my property that fronts onto county Rd.42 included in the planned Local lmprovement project.

While technically my property "abuts" the proposed work, for all intents and purposes my property rs on County Rd' 42 and derives little to no benefit from having a rear property line along Baseline Rd. I am not allowed to have any sort of access to Baseline Rd. My building and all associated services including all of the service connections are oriented and located in close proximityto the County Rd.42 frontage, allwith a reasonable expectation that municipal services would one day be added to County Rd.42,and that my business would be expected to connect to them. I believe this to still be a reasonable expectation, especially with the prospect of the new hospital and the associated improvements the horizon.

Unlike many of the residential lots that actually front on Baseline Rd., my commercial property does not have an unobstructed side yard that would allow easy routing of the private connection and my service connectionsareaconsiderabledistancefromtheproposedPDClocation (+/-73metres or24Oft), My

connection to the PDC proposed on Baseline Rd. would have to be routed under our parking lot, around (or under) our below grade loading dock and under our outdoor storage compound. There is also a legal reciprocal access agreement registered on title for the driveway and a large area of the common parking lot between the two businesses to complicate matters. Running any services under the shared access area also causes me some significant concern.
