Your worship and members of council,

Re: November 9 agenda item #15

I am asking that you oppose this motion.

hospital cost 30 delegates showed up at city hall to oppose the levy with only 4 delegates there to support . After a 5 hour debate the vote was 9-1. Council was instructed this vote was for a new hospital only and the location was not part of the discussion. The city then tells the province ‘we will pay the 112 million requested. ‘ This was April 2016.

August 2018 saw over 40 delegates show up at city council to oppose the zoning of the county road 42 land on which to build the new hospital with only 6 delegates in support The vote was 9-2 after a 9 hour debate to rezone the land. Some councilors stated they had concerns of the location but were afraid to oppose for fear of losing the funding for the megahospital. The city instructs the province ‘we are ready to be moved to phase 2.’ Yet still receives no funding.

In 2019 campp (Citizen’s for an Accountable Megahospital Planning Process) appealed to the

LPAT to stop the zoning bylaw amendment and loses the appeal. But the loss of the appeal does not mean the LPAT agrees with the location of the hospital. In his decision Justice Scott Touseau states on page 3 paragraph 5 “This case is a land use planning appeal. The tribunal cannot and need not determine that county road 42 and ninth concession is the best site for a regional hospital.”

The list is endless why this is a poor location. There are higher priorities when locating a hospital than driving time saved for those in the county. WRH is an anchor staffing close to 5000 people and is situated in the city’s center. It is the most important anchor our city has.

I’ve counted over 100 health related buildings situated within 3 kilometers of both Met and Ouellette campuses. It is the areas health care sector. Yet in the Oct 24 edition of the Windsor Star Rakesh Naidu of the W-E Chamber of Commerce suggests we move all of this to the county road 42 site beyond the airport. This loss will devastate the city.

The new location will be 19 kilometers from the areas highest population of the poorest families yet the mayors chief of staff believes this populace will be ok with the megahospital location once it is communicated to them there will be a UCC downtown. This comment is not only demeaning it’s disgraceful. Seriously…have we lost our social conscience?

The proposed location is 16 kilometers from University Windsor. Meds and EDs are kept close together in other cities.

I understand Windsor is a billion dollars behind in its sewer maintenance and millions behind in road repair. We flood every time it rains and our roads are undriveable. To build the needed infrastructure for the proposed site the money will have come from our needed sewer
