Most Anticipated Public Safety Challenges

This assessment has identified the most likely public safety issues/challenges that are anticipated, requiring the attention of the Windsor Police Service. These need to be recognized and acknowledged if any corresponding course of action is to be successful at establishing and maintaining safety, security, and general public order. These include:

LOITERING AND DISORDERLY CONDUCT

Based on current police incident data at this general location, there has been a quantifiable amount of disorderly behaviour and panhandling dealt with by the police. Loitering is also a possibility and represents something that is often correlated with disorderly conduct. Both of these therefore need to be addressed properly as the store becomes operational. The most likely risk for loitering to develop is if adjacent land uses have operating hours shorter in duration than the cannabis strore. If this is the case, it could result in some individuals lingering within the immediate vicinity of the store…..including in behind…..and/or causing public disturbances. If these activities were to establish and continue without being managed properly, there will be a negative impact realized for the community.

TRAFFIC CONGESTION & RELATED PEDESTRIAN SAFETY

The site’s physical design is largely very strong in terms of being adaptable to sustaining busy onsite vehicular, and to a lesser extent, pedestrian routing. Proper signage and pavement markings will be critical to direct drivers to maneuver in a safe manner, most notably in the area immediately in front of the store.
