Interim Control Bylaw:

On June 3, 2019, Council approved Interim Control By-law 78-2019 that prohibits the creation of a new Transport Terminal in any MD1. or MD2. zoning districts in Zoning By-law 8600 and M1 zones in Zoning By-law 85-18 in the City of Windsor. This will allow Administration to study the extent of the problem, propose possible solutions and provide revised policies and provisions that aim to balance the needs of Transport Terminal and shipping business owners, truck operators, and surrounding businesses and residents. The study will ensure that a Transport Terminal is appropriately permitted or prohibited, that the provisions for a Transport Terminal are consistent with the policy direction of the Official Plan, and that a Transport Terminal is not detrimental to surrounding existing and potential land uses. That study is currently underway. A final report to the Development & Heritage Standing Committee and City Council is expected Summer 2020.

Risk Analysis:

There is low risk in awaiting the results of the Transport Terminal review before deciding a course of action.

Conclusion:

This report answers CQ17-2019 by providing a history of the site, and a review of the zoning categories along the Drouillard Road main street within the Ford City CIP. This report also provides a summary of the existing review of the Transport Terminals Use through an Interim Control Bylaw restricting Transport Terminals (78-2019).
