Proposal:

The applicant is requesting that the subject site be rezoned from RD1.1 and HRD1.1 to the RD3.1 category with two separate site specific provisions. The proposed RD3.1 zone would permit the construction of Semi-detached Dwelling and Multiple Dwelling structures.

Parcel ‘A’ – (see Appendix A)

For Parcel ‘A’, the proposed site specific zoning regulations would increase the maximum permitted building height from 10m to 12m for the proposed multiple dwelling.

Parcel ‘B’ – (see Appendix A)

For Parcel ‘B’, the proposed site specific zoning regulations would reduce the minimum side yard adjacent to a habitable room window from 6m to 4m and decrease the minimum rear yard depth for semi-detached dwellings from 7.5m to 6m.

The site is subject to a concurrent Site Plan Control Application (SPC 042/19, SDN/5988). A Concept Plan is provided to assist in identifying the location of the semi detached dwellings and the multiple dwelling building.

The applicant intends to construct semi-detached dwellings and one multiple dwelling to be held in Condominium Ownership. A Draft Plan of Condominium has not been submitted and is not required at this time.

Neighbourhood Characteristics:

The proposed development is bordered to the north by vacant land that is designated for residential purposes and zoned to permit single detached dwellings, to the south by townhome and multiple dwelling units (Sandison Residences), a school (Roseland Elementary School) and single detached dwellings, to the east by single detached dwellings along the north/south leg of Maguire Street, and to the west by single detached dwellings on the west side of Howard Avenue. The intersection at Howard Avenue and Cabana Road East further south to the subject site serves as a commercial node to the area.
