The parcel is located within an industrial area. To the west and abutting the parcel is a rail corridor and rail yard. Further west, on the east side of Jefferson Boulevard, is a business park corridor. On the west side of Jefferson Boulevard are residential uses, located around 200 metres away (with an intervening rail corridor and rail yard).

To the north and east are various industrial and business park uses. To the south is the Ford Essex Engine Plant. Lauzon Parkway, a Class I Arterial Road just over 475 metres to the east. E.C. Row Expressway is around 1 km to the south.

The proposed Transport Terminal is not proximate to sensitive land uses.

The parcel is designated Industrial in the Official Plan, the MD2.8 zoning permits a Transport Terminal as a main use, the parcel is adjacent to a rail yard and rail corridor, and the nearest sensitive land use is over 200 metres away with an intervening rail corridor and rail yard.

If the exemption is approved, there is minimal risk that a proposed Transport Terminal could be created that is not compatible with surrounding uses. There are no compatibility issues and no further mitigation is required beyond what is currently required in Zoning By-law 8600 and under site plan control.

It is not expected that additional mitigation measures are necessary in order to permit a Transport Terminal.

The Planning Division is recommending that the exemption be approved.
