Discussion:

In an abundance of caution, Parks Operations has installed temporary fencing along the entire length of the armour stone steps to prevent the public from having direct access to the waters edge.

In the long-term parks is investigating the feasibility and cost of installing permanent railings at the top of the steps.

Prior to the installation of the permanent railings Parks will retain an engineer to evaluate the existing conditions and make recommendations regarding stabilization and rehabilitation of the armour stone steps.

Risk Analysis:

The high waters levels and existing condition of the stone steps are creating a significant risk for the public. The installation of the temporary fencing will greatly reduce the risk to the public in the short term while a permanent solution is developed.

Financial Matters:

The interim cost of the temporary fence will be accommodated in the Parks operating budget. The long-term solution and costs will be reported back to City Council and referred to the 2020 capital budget process.

Conclusion:

Parks Operations has taken steps to secure the Assumption Park armour stone shore revetment due to high water levels and instability. The temporary fencing will be kept in place until a permanent solution can be developed and approved by City Council.
