Windsor Essex Housing Benefit (WEHB)
Calculation of the WEHB:
For Non-Social Assistance Recipients the WEHB is calculated based on the following formula: AMR X 90% – (AFNI x 30% ÷ 12)

In the above calculation:
AMR = Average Market Rent for the Windsor Essex service area as set out in the most recent Canada Mortgage and Housing Corporation (CMHC) Market Rental Housing Report.
AFNI = Adjusted Family Net Income. Adjusted Family Net Income (AFNI) is based on the income of each family member aged 16 years or older, excluding dependents who are full-time students. Net income is normally based on the amount set out on line 23600 (formally line 236) of the latest Notice of Assessment, excluding any net Registered Disability Savings Plan (RDSP) income and portable housing benefit payments.
For Social Assistance Recipients:
Where an applicant is receiving Ontario Works or ODSP, the WEHB will be calculated at the lesser of:
Actual Monthly Shelter Costs – Maximum Social Assistance Shelter Allowance
or
AMR – (AFNI x 30% ÷ 12)
Actual monthly shelter costs include rent, electricity costs, fuel for heating and hot water, water, tenant insurance and other mandatory housing costs (e.g. sector support, cable where connected to a security system).
Recipients of the WEHB will be subject to annual reviews to confirm continued eligibility for the WEHB, by
- verifying and confirming rental residency in Windsor Essex
- verifying and confirming the size and composition of the household, and
- reassessing the amount of the WEHB to be paid to the eligible household for the next twelve months.
Calculation of the COHB:
The COHB is calculated using a formula that is generally consistent with Schedule 4.1 of Ontario Regulation 367/11 under the Housing Services Act, 2011. The formula includes an Average Market Rent (AMR), based on CMHC AMR for an appropriate sized rental unit, and the AFNI.
Monthly COHB = (AMR x 80%) – (AFNI x 30% / 12)
