BY-LAW NUMBER 76-2020

A BY-LAW TO EXEMPT CERTAIN TRANSACTIONS FROM THE APPLICATION OF BYLAW 93-2012, AS AMENDED FROM TIME TO TIME, BEING A BYLAW OF THE CITY OF WINDSOR GOVERNING PURCHASING POLICIES AND PROCEDURES

Passed the 1st day of June, 2020.

WHEREAS Council recognizes that Bylaw 93-2012, (the “Purchasing By- law”) is the best practice to achieve value for money in the City’s purchasing processes;

AND WHEREAS Council deems it expedient to exempt certain transactions from the application of the Purchasing By-law;

THEREFORE the Council of the Corporation of the City of Windsor enacts as follows:

1. That the application of By-law 93-2012 (the “Purchasing By-law”) be waived with respect to all purchases of $100,000.00 per transaction or less, excluding taxes, made in any way relating to, or arising from the Coronavirus (COVID-19) Pandemic; and

2. That purchasing authority for these purchases be granted to the Centralized Coronavirus (COVID-19) Pandemic Procurement Committee (CCPPC) and CAO, who shall make reasonable effort to observe the spirit of the Purchasing By-law in so doing where possible.

3. This By-law shall come into force and take effect on the day of the final passing thereof.
