Re: Clara Avenue Right-of-Way Extension The Orchards Subdivision - Windsor, Ontario

Dear Mr. Albano & Mr. Rauti:

This letter is further to our recent discussions relative to your proposed residential development for lands located directly east of Howard Avenue and north of Cabana Road East. “The Orchards” subdivision is proposed to be centred on an extension of Holburn Street westerly to Howard Avenue from its existing terminus at Maguire Street; it will consist of up to 86 single detached homes, which are to be constructed in a single phase. Vehicular access to the new subdivision would be from each end of Holburn Street adjacent to the new subdivision (i.e. from Howard Avenue at the west and from the intersection of Maguire Street and Holburn Street at the east).

The City of Windsor has requested that a traffic impact study be completed as part of the application process. In a letter dated 17 March 2020, the City of Windsor asked that the draft plan be revised to accommodate a 20m right-of-way connection with Clara Avenue. Furthermore, for the proposed Maggio development located adjacent to and just south of the subject lands, in the draft Council Agenda dated 4 May 2020, page 883, Transportation Planning identified that:

“The existing Clara Avenue right-of-way is planned to be extended northerly from Sandison Street to Maguire Avenue. This right-of-way extension will serve as a local road providing connectivity to the existing subdivision east of Maguire Street, and to new development of the lands northerly of the subject lots. The extension of Clara Avenue will ensure that vehicle, pedestrian, and bicycle traffic are efficiently accommodated at the interface with the existing road network. It is crucial that the right-of-way for Clara Avenue extension be secured and integrated with the subject proposal.
