4.1 Community Safety & Well-Being Plan
Leo Gill, Project Manager, Community Development Health Services provides the highlights of the Community Safety & Well-Being Plan Presentation as follows:
- o Community Safety and Well-Being (CSWB) Planning is an integrated approach to service delivery planning that involves multi-sector partnerships to proactively enhance or develop strategies to address local priorities, i.e. risk factors related to crime and complex social issues.
- o The CSWB Framework includes the following areas of focus – collaboration, information sharing and performance measurement.
- o Long-term investment to improve the social determinants of health and well-being
- o Address complex issues (i.e. poverty, mental health, homelessness) using an integrated, multi-sectoral approach. o Ensure awareness of/access to services in the community.
- o Challenge institutional boundaries and organizational culture at the system level.
- o Outcomes include quality of life indicators (i.e. health status, educational attainment rates).
- o In summary, CSWB planning involves developing long-term, collaborative and preventative strategies that improve the social determinants of health of individuals.
- o The approach is holistic and involves all areas of intervention but emphasizes maximizing efforts in the outer layers to reduce harm before escalation to an emergency response.
- o Ultimately plans must include:
- Multi-Sector Collaboration
- Local priority risk factors based on data and consultation
- Evidence based strategies
- Measureable outcomes
- o New Provincial legislative amendments to the Police Services Act mandate every municipality to prepare and adopt a Community Safety and Well-Being Plan.
- o Plans must be prepared and adopted by Municipal Councils and submitted to the Province no later than January 1, 2021.
- o Benefits of a CSWB Plan include:
- Enhanced communication and collaboration among sectors.
