Conclusion:

Administration is recommending that the period of time which Interim Control By-law 782019 will be in be extended from one year to two years from the date of the passing of Interim Control By-law 78-2019, remaining in effect until June 2, 2021. This will allow Administration to study the problem, propose possible solutions and revise policies and provisions that aim to balance the needs of transport terminal and shipping business owners, truck operators, and surrounding businesses and residents.

Notwithstanding that the ICBL prohibits a new Transport Terminal, consideration is being given to requests for an exemption from the ICBL that satisfy the four criteria established by Administration subject to review by the Development & Heritage Standing Committee and final decision by City Council. That consideration will continue during the proposed two year period of the ICBL.
