Background:

At its meeting of February 3, 2020, City Council directed that Administration respond to CQ 3-2020:

"Asks that Administration provide Council with a report regarding extending the payment option period for homeowners in situations of high costs pertaining to improvement projects, such as drainage reports/repairs and or local improvement projects."

This report responds to the above City Council direction.

On January 7, 2020, the City's Court of Revision convened to consider the assessment of charges for maintenance of the Cahill Drain. The Court's decision states:

"That the report of Rood Engineering Inc., Consulting Engineers dated September 10, 2019 entitled "Cahill Drain – Upper Part – Geographic Township of Sandwich West, City of Windsor" BE RECEIVED, and further, that Administration BE REQUESTED to review financial options to allow for an extension of five (5) to ten (10) years for the cost of drainage repairs to be added to the property owners municipal taxes."
