As noted by Engineering Division of Public Works Department (see Appendix "C" attached), "should the abutting owner use this approach as an access, they will be required to obtain a driveway permit to complete and maintain the approach to City Standard AS-221 or AS-222".

Bell Canada, MNSi and EnWin Utilities Ltd. have requested easements in the subject area of closure.

Notices of the meetings of the Development & Heritage Standing Committee and Council are published in the Windsor Star prior to each of the meetings. In addition, notice of each of the public meetings will be mailed to the abutting/affected property owners prior to the meetings.

Conclusion:

The Planning Division recommends closure of the portion of the east/west alley shown on attached Appendix "A", subject to easements as in Recommendation II of this report, in favour of Bell Canada, MNSi and EnWin Utilities Ltd.
