The purchase of new buses to replace existing fleet stock and the purchase of new buses to address system expansion needs. Internal benefits include financial cost savings and operational improvements. | The Transit Windsor Life Cycle Costing report presented to City Council in 2015 identified the need to reduce the overall average age of the fleet to 12 years. This in turn would reduce operational and maintenance cost as well as improve their ability to meet street demands. The Public Transit Infrastructure Funding provided for 24 new buses covering the first 3 years of the replacement plan. Transit Windsor submitted a request to ICIP in Intake #1 for 16 replacement buses and 3 expansion buses. Intake #2 will see the continuation of the request for fleet purchases. By leveraging the ICIP-Public Transit grant we can maximize the funding currently identified for fleet replacement. This reduces the municipal portion required to sustain the replacement strategy. The Service Delivery Plan includes an estimate of $55.63 million in years 1 – 5 for the program. |

Garage expansion / New Facility (including preliminary study and expansion of inventory system). | The existing Maintenance and Storage Facility (MASP) on North Service Road East is not able to accommodate the growing fleet. The facility is currently at 110% capacity, causing buses to be stored outside and offsite. The future will see more buses being added to the Transit Windsor fleet and the need to accommodate longer fleet vehicles. Additional buses to Transit Windsor’s fleet will also require expanded maintenance service hours over and above the current levels.These factors identify an urgent need to expand the existing MASP or construct a new second facility as the planned expansion of Transit Windsor’s system is impossible without a MASF expansion or construction of a new facility.The Service Delivery Plan includes an estimate of $40.15 million in years 1 – 5 for the program. |
