The Plan also includes additional capital requirements estimated to be $135 million, which are outlined in Attachment B. A portion of this funding is built into the current capital budget, which includes approximately $28 million in capital funding currently allocated to Transit Windsor initiatives. This funding could be allocated to offset the municipal contribution requirements estimated at $36 million. The municipal contribution requirement is pending grant funding approval.

Over the next eight (8) years, Transit will annually assess the required next steps to stay on target to fully implement the Transit Master Plan. An annual public consultation is recommended to take place to review previous enhancements as well as discuss the next steps for the upcoming year. Each request will be reviewed and the priority determined based on operational and financial merits and will be brought forward for council approval through the City budget process.

Conclusion:

The Transit Master Plan, "More Than Transit", is an ambitious long-term vision for a modern and efficient transit system for Windsor. Put together, the recommendations of this report will result in a comprehensive update of Transit Windsor's system and a substantial growth in the services it offers. The intention of this plan is to lead Transit Windsor in a direction that is user-focused, that offers transit service on par with the expectations of modern mobility, and that supports liveable communities.
