Financial Matters:

The City of Windsor is the Consolidated Municipal Service Manager (CMSM) for the delivery of the Ontario Works program in Windsor and Essex County. The cost of the program is shared with the Province and the County. The MCCSS provides annualized funding for Ontario Works Program Delivery. The fees associated with the RBC Right Pay Card (RPC) program (initial set up fee per client, monthly reload fee and card replacement fees) would be considered an eligible cost under this funding envelope. The municipal costs associated with RPC would be shared with the County of Essex using the existing arbitrated weighted assessment formula.

At time of writing, the monthly fees associated with the account are not known and will be dependant upon program uptake by OW clients. It is anticipated that there will be potential administrative cost savings of producing fewer paper cheques which, in time, may mitigate the cost associated with RPC.

In order to participate in the Right Pay Card (RPC) program created in partnership between the Ministry of Children, Community and Social Services (MCCSS) and Royal Bank of Canada (RBC), the City of Windsor requires Council's approval to open an RBC deposit account for the purposes of program administration. The RPC implementation and further reduction of paper cheques is another piece of the Ministry's broader modernization strategy and benefits transformation.
