Subject: Establishment of a New Bank Account - Royal Bank of Canada

To: Mayor and Members of City Council

Recommendation:

THAT City Council AUTHORIZE City Administration to open a new City of Windsor bank account with Royal Bank of Canada (RBC) for transactions related to the Ontario Works (OW) Reloadable Payment Card Program in the name of CofW - Ontario WorksReloadablePaymentCards; and further,

THAT consistent with the OW bank account held by Scotiabank, two(2) signatories BE AUTHORIZED for this RBC OW bank account and the following be the primary signing authorities: City Treasurer and the Executive Director of Employment & Social Services; and further,

THAT consistent with all other City of Windsor bank accounts held by Scotiabank, any one(1) of the following BE APPROVED as designate to the City Treasurer; Deputy Treasurer - Financial Accounting, Deputy Treasurer - Taxation & Financial Projects, Deputy Treasurer - Financial Planning; and further,

THAT the Chief Administrative Officer and City Clerk BE AUTHORIZED to sign all banking services contracts and any other banking service related agreements, including the Master Client Agreement for Business Clients between the Royal Bank of Canada (RBC) and the Corporation of the City of Windsor, subject to review as to form by the City Solicitor, and as to technical and financial content by the CFO/City Treasurer; and further,

THAT the Chief Administrative Officer and City Clerk BE AUTHORIZED to sign other service related agreements, including the Delivery Agent Agreement and a Card Program Delivery Agent Agreement between the Royal Bank of Canada (RBC) and the Corporation of the City of Windsor, subject to review as to form by the City Solicitor, and as to technical content by the Executive Director of Employment & Social Services and as to financial content by the CFO/City Treasurer; and further,
