Financial Matters:
The typical cost of a lighting fixture affixed to an existing utility pole meeting current municipal standards is approximately $1,500.00 to $2,000.00 depending on the nearest connection point.
The expected first year charge is approximately $150 to accommodate the known electricity cost of a fixture ($115) and for a contribution to an equipment reserve.
As the proposed policy is self-funding with costs assessed in full back to property owners, there would be no anticipated regular and ongoing impact to the general taxpayer. Administration has already developed the necessary framework to assess costs required to fund the alley lighting program without impact to the general rate. Should the amount required to fund the program by fees and charges be under or overestimated in a given year, an annual cost adjustment could be considered for the subsequent year on a system-wide basis.
Funding allocations for exceptional installations shall be at the discretion of City Council.

Conclusion:
The Alley Lighting Policy will consider alley lighting installations as a non-subsidized local improvement with full cost recovery to adjacent property owners.
